The State of California has just begun to issue I.O.U.s rather than paychecks. Among other things, this means that County goverments will not receive money to run social programs, State Health programs are in jeopardy, college programs and students will not be funded, the courts will be in limbo, and you won't get your state income tax refund. We welcome Peter Schrag back to the Forum to speak on how the political deadlock in Sacramento is affecting cities, education and social services.

Peter Shrag was the editorial page editor of the Sacramento Bee for nineteen years and has written a column for the paper since then. He is the author or many books, including: California: America's High Stakes Experiment; Paradise Lost: California's Experience, America's Future and Final Test: The Battle for Adequacy in America's Schools.
